There is a documented problem with the
8254 timer not connected to IO-APIC.
The workaround is
There is a kernel workaround, I believe booting with the kernel parameter "noapic" may help. So, when the LiveCD image first boots, hit F6 and a pop-up menu will appear; select the "noapic" option.
BUT. I have this problem trying to run the
UBUNTU install DVD.
I burned an ISO file onto the DVD.
I have no clue how to make an edit then burn that onto
a DVD.
"Live Install",you say. Its the same disk.
kernel panic! running install program halts!
Any advice?

Your question is attracting "close as unclear" votes. I myself don't understand it. Are you saying you can't boot from the DVD? If you are asking how to put that grub option into your install from the live session, please specify that.
