With an 18.10 desktop system that has all packages updated, sudo do-release-upgrade -d
simply runs and does... nothing.
I've tried sudo do-release-upgrade -d -m desktop
after looking at the man page but same result.
Looking at the process in htop, it is using zero cpu. I'm unsure what else to try.
Update
it does work. There will be about a 10 minute period where there is no user interaction.
