How do I lower the refresh rate on the login/lock screen?
It is currently set to 75Hz, this is causing my screen tear and flicker.

When I log into my account, the refresh rate is set to 60Hz and the problem goes away, but the login screen reverts to 75Hz.

I have an AMD RX480 graphics card installed in my computer this was causing problems with flickering (in Ubuntu 18.04).
I had to edit the /etc/default/grub file as per the instructions here :

AMD RX480 Screen flicker after update to 18.04

I have recently updated my system to Ubuntu 19.04 and was hoping the problem would have gone away, but unfortunately not.

My monitor is an Acer ED323QUR

Many thanks,

David
