I am trying to install Ubuntu Live Server 18.04 from a USB onto a laptop. I have tried Rufus, Etcher, and one more I forgot the name of. I reboot the laptop, the USB light indicator flashes, but it always boots into Windows 10 and there is no option to boot Ubuntu. I have successfully used Rufus in the past to boot Ubuntu Desktop 18.04 with the same USB so I am unsure what the problem is. Holding shift and/or F10 does nothing.

That problem does not refer to Ubuntu. You will have to rearrange your boot order priority from thebiosand make sure that the USB media that you are creating is bootable.
